Stephen Chambers
Stephen Chambers is a detective with many years' experience in senior law enforcement leadership, both nationally and internationally. He served for 16 years with the Royal Hong Kong Police Force where, as a Detective Inspector and Detective Chief Inspector, he specialised in the management of elite teams investigating serious and organised crime. During his service he received formal Commendations for his work on numerous cases including investigating and detecting armed robberies, combating organised crime activities and the detection of 'cold case' homicides which had occurred up to 20 years earlier. Trained in the theory and use of Major Incident Investigation and Disaster Support Systems, he was the first officer to manage the operational use of these systems on major investigations and subsequently in 1996, was office manager for the Garley Building fire; Hong Kong's worst major fire disaster which caused the deaths of some 50 persons. On retirement from the RHKP in 1997 he joined the ICTY as an Investigator investigating crimes which had occurred in Bosnia . In 1998 he was made Investigations Team Leader with responsibility for investigating crimes which had occurred in Croatia between 1991 and 1995. In this role he also led and managed ICTY forensic exhumations and mortuary operations in Croatia between 2000 and 2003 and was responsible for liaison and negotiation on these issues with the national and local authorities and other bodies, such as the ICMP and victim support NGOs.
