Tom Parker

Tom Parker is the Executive Director of the Iran Human Rights Documentation Center in New Haven, Connecticut and the former CEO of the Halo Partnership consulting firm which has designed and executed transitional justice projects for the British Foreign and Commonwealth Office (FCO), the United States Agency for International Development (USAID) and the Darfur Peace and Development Organization (DPDO).

Tom served for six months in 2003-2004 as the United Kingdom’s Special Adviser on Transitional Justice to the Coalition Provisional Authority (CPA) in Baghdad, Iraq and as Head of the CPA’s Crimes against Humanity Investigation Unit.  He was a member of the team of experts dispatched to Chad by the US State Department in August 2004 to investigate reported atrocities in Darfur and spent four years as war crimes investigator with the United Nations International Criminal Tribunal for the Former Yugoslavia (ICTY) working in the field in Bosnia, Kosovo and Macedonia. Prior to joining the United Nations, Tom served for six years as an investigator for the British government working cases related primarily to international terrorism and organized crime. 

Tom has held adjunct faculty positions with both Yale University’s Residential College Seminar Program and Bard University’s Globalization and International Affairs Program teaching courses on trends in international terrorism and counter-terrorism. He has also been a member of the adjunct faculty of the Defense Institute for International Legal Studies (DIILS) since 2004 serving as an instructor on human rights training programs in countries as diverse as Latvia, Rwanda, Nepal, Albania, Thailand, Lebanon and Sri Lanka. As a recognized expert on British counter-terrorism doctrine, Tom has been invited to testify before committees of the United States Senate, the House of Representatives and the Council on Foreign Affairs.

Tom is a former International Security Studies Fellow at Yale and holds an honors degree in Government from the London School of Economics (LSE), an LL.M with distinction in Public International Law from the University of Leiden in The Netherlands and a Master’s Degree in Political Science from Brown University in Providence, Rhode Island.
