Gary Silver

MSc FICPEM FEPS
Gary joined the Metropolitan Police Service (MPS) in 1982 and was posted to the West End of London as an operational patrol officer. Since then Gary has gained a wide range of experience in policing both inner and outer London divisions.

In 1997 he progressed to the position of Security & Communications Manager for Barkingside Police Division where he undertook an active role in local multi-agency emergency management training and the development of protocols. A short while later as Operational Support Manager Gary was responsible for the redesign of the Bank of England’s Printing Works Emergency Response Plan.

In 2000 Gary secured the post of Operations Office Manager at the newly formed Redbridge Borough Police Division where he and his team produced and managed numerous Event and Major Incident Contingency Plans. He was also responsible for the design and implementation of MPS Business Continuity Plans.

During his service with the Metropolitan Police Service Gary has attended the scenes of numerous Major Incidents including the Bishopsgate Bomb, the bomb at St. Mary’s Axe, the bombing of Canary Wharf and the mortar attack at Heathrow Airport. His experience culminated in his acting as Major Incident Advisor to GOLD during the Redbridge floods of October 2000.

In 2002 Gary joined the National centre for Policing Excellence (NCPE) as a member of the Disaster Management Team where he held the position of Course Director of the Management of Disaster and Civil Emergency (MODACE) Course. Gary acted as National Co-ordinator for the ACPO Major Disaster Advisory Team (MDAT) and, as such, assisted in the management of major incidents at Yarls Wood Immigration Detention Centre, the rail crashes at Potters Bar, Uften Nervett and the air crash in Uberlingen in Germany. Moving on to work directly to the Home Office, Gary joined a small team which designed the Police National Mobilisation Plan (PNMP).

On leaving the NCPE, Gary returned to London to join the London Resilience Team in the Government Office for London. Here, he produced the pan-regional, multi-agency London Mass Fatality Plan which was operationally implemented in response to the terrorist bombings of London in July 2005. Further, Gary led on the development of the London Site Clearance Plan whilst assisting on the creation of the London Humanitarian Assistance Centre Plan.

Gary has now taken up position in the Counter Terrorism and Disaster Victim Identification (CT & DVI) Faculty in the MPS Crime Academy. Here, as DVI Course Director, he is responsible for the design and delivery of Advanced DVI training MPS staff. He has retained his links with the Government Office for London and serves them as Specialist Advisor for Mass Fatality planning and Disaster Victim Identification (DVI).

Gary holds and MSc in risk Crisis and Disaster Management from the University of Leicester. He is currently reading for his Professional Graduate Certificate in Education (Lifelong Learning Sector) with the University of Greenwich. He is a Fellow of the Institute of Civil Protection and Emergency Management (FICPEM), a Fellow of the Emergency Planning Society (FEPS), member of the British Association of Human Identification (BAHiD) and an Affiliate Member of the Institute for Learning (IfL).
